ANNOUNCEMENTS AND NETWORKING

1) APC HAFKIN PRIZE

Since 1990, the Association for Progressive Communications (APC) has been
working with all sectors of civil society to harness information and
communication technologies (ICTs) in ways that support development and
social justice.

APC created the Hafkin Prize because we believe it is essential to
encourage and recognise outstanding examples of African initiatives in
ICTs for development.

Dr. Nancy J. Hafkin has been a pioneer and innovator in the area of
networking, development information, and electronic communications in
Africa, over the course of a twenty-three year career, mostly working with
the Economic Commission for Africa (UNECA) in Addis Ababa. Nancy's
devotion to African networking and her confidence in the African continent
and its human resources have helped build Africa's ICT framework through
partnerships with governmental, nongovernmental and development
institutions.

The African Development Forum, convened by the United Nations Economic
Commission for Africa (UNECA) in October 1999, and other more recent
events and processes, demonstrated convincingly that Africans are
embracing the information society with energy and entrepreneurship, in
spite of the lack of sufficient access to infrastructure and resources.

The competition for the USD$7,500.00 Hafkin prize is open to civil society
organisations, government institutions, educational organisations,
community-based groups, networks, social movements or individuals anywhere
in Africa that have successfully initiated and implemented projects that
involve the use of ICTs for development and social justice.

The theme for the 2001 Hafkin Prize is:
Women-Led, Women-Informed, Women-Inspired Initiatives

Nominations will be judged by our African jury according to these 4 main
criteria:
1. Utilisation of ICTs, especially the Internet
2. Mobilising Awareness and Participation, and Building Capacity
3. Africa-Driven and Developing Africa
4. Women-Led, Women-Informed, Women-Inspired

APC will be accepting nominations for the Hafkin Prize until May 31, 2001.
The stories of 12 finalists will be profiled on its website, and the
winner will be announced in August 2001.

The APC Africa Hafkin Communications Prize is an initiative of the
Association for Progressive Communications (APC) and the APC Africa
Programme

Detailed instructions and a nomination form are available from:
http://www.apc.org/english/hafkin

3) SECRETARIAT OF THE 3RD WORLD WATER FORUM - WATER PORTAL DESIGN MEETING

On February 26-27, 2001, members of the WaterWeb Consortium
(http://www.waterweb.org/) held a meeting to design an Internet water
portal at the offices of the U.S. Geological Survey in Reston, Virginia,
U.S.A.

The WaterWeb Consortium was established in 1998 by water-related research
organizations, government bodies and NGOs primarily from North and South
America. The Consortium works to promote the sharing of information
concerning water and the earth's environment, and education aimed at
raising awareness of water issues amongst interested parties and decision
makers involved in water control and land use matters.

The WaterWeb Consortium is supported by the Inter-American Water Resources
Network (IWRN). The IWRN (http://www.iwrn.net/) organized the Day of the
Americas at the 2nd World Water Forum and coordinated the preparation of
water visions in the various regions of the Americas.

The IWRN has initiated a number of activities to develop information for
presentation at the 3rd World Water Forum including the Fourth
Inter-American Dialogue on Water Management to be held in Foz do Iguacu,
Brazil from September 2 to 6, 2001. This meeting will continue discussions
of the water vision, a plan of action for the Americas, and the
coordination of steps to be taken to implement the vision.

At this moment, the WaterWeb Consortium has formed four working groups to
study 1) meeting the information needs of watershed managers, policy
makers, and stakeholders, , 2) using information technology to enhance
educational and professional development opportunities of water managers,
3) designing a water portal and 4) developing government-private sector
partnerships that address information needs. The consortium is examining
website effectiveness for addressing these issues in preparation for the
4th Water Information Summit that will be held in Panama City, Panamaon on
October 25-27, 2001.

The recent Water Portal Design Meeting dealt with group 3's work to define
the characteristics of an international website that would meet some of
the highest priority information needs of water managers. Meeting
participants included representatives of the International Water Resources
Association (IWRA), the Environmental System Research Institute (ESRI),
the U.S. Environmental Protection Agency (EPA), the U.S. Geological
Survey, the Florida Center for Environmental Studies, the Water Center for
the Humid Tropics of Latin America and the Caribbean (CATHALAC), and the
IWRN.
