YO. IT'S THE BRUSSELS 3G RAP: The European Commission has wagged a
finger at European governments for the haphazard way they conducted
their third generation mobile licence auctions. Brussels criticised
the lack of harmonisation in licensing conditions among member states
and the steep prices many operators coughed up, warning that this
could further hamper the development of the industry and its ability
to roll out pan-European coverage. But the warning is too little, too
late: 11 out of the 15 EU member states have already issued licences.

CASHING IN ON CONTENT:  T-Online, Europe's biggest ISP and an 80 per
cent subsidiary of Deutsche Telekom, announced a new focus on media
and content in a move to find new sources of revenue. Chief executive
Thomas Holtrop said T-Online would be seeking "non-exclusive
agreements with media content providers," quashing rumours of a
mega-media deal along the lines of AOL Time Warner. To underscore the
point, T-Online soon announced a deal with Germany's second largest
broadcaster, the public television station ZDF, to produce a news Web
site from August. The move will see the end of a ZDF Web site
collaboration with MSNBC.

WEB OF RED TAPE: A report by independent think tank Demos accused the
British government of using its e-strategy to simply shift existing
red tape onto the Net. It said the government is more concerned with
meeting its 2005 target to have all departmental services online than
with the quality of the online services. The report also said the
government should produce an Internet Bill of Rights outlining
citizens' rights in the digital age. The ministers replied that it was
still to early to judge.

DOUBLECL-EEK: Troubled advertising sales house Doubleclick has laid
off staff across Europe in a bid to achieve profitability. The company
would not specify how many European staff would have to go, but due to
restructuring in the US, 10 per cent of the global work force will be
made redundant, mainly in its beleaguered media business.

CLOSE THE DEAL: Internet service provider Supanet appointed financial
advisor Close Brothers to raise additional financing or form a joint
venture as rumours circulated about its possible sale. The ISP claims
to have 830,000 users and to be on course for profit this year.
However, even larger operations such as LineOne, owned by BT and
United News and Media, and ic24 have had trouble finding buyers in the
current market.

TV SPINNERS: Digital music provider Music Choice rolled out
interactive software on Monday that will allow subscribers to buy CDs
via their television sets. The software, which is compatible with the
OpenTV system, allows consumers to buy music and to interact with
advertisers.

SHOW'S OVER: Entertainment Web site E-district.net went into meltdown as
its board sacked its CEO, called in accountants PricewaterhouseCoopers
Forensic Services and Cap Gemini Ernst & Young, and was reportedly in
discussions with the UK police and the Serious Fraud Squad. Chief
executive Steve Laitman was suspended last month after revenues
originally thought to be topping #1 million (1.58 million euros) turned
out to be worth just #32,000 pounds (51,000 euros). Preliminary reports
indicated that a "substantial majority" of the site's revenues from
advertising had in fact came from bank accounts linked to Laitman.

CONFERENCE CALL: British Labour MP Derek Wyatt was embroiled in the
liquidation of the World Internet Forum, the London conference which
was cancelled last year with just three days' notice. The Guardian
newspaper was leaked a copy of the liquidator's report, which showed
that several of the Forum's major backers had yet to be paid, with the
total debts reaching over #830,000 (1.3 million euros). A forum
spokesperson denies that creditors were misled.

Microsoft's MSN Messenger overtook its rival AOL Instant Messenger -
with 29.5 million unique global users, compared to 29.1 million for AOL
in February, according to a report from Jupiter Media Metrix in the US.
