A useful source for tracking legislation regarding 'children and
advertising' is the Advertising Education Forum (AEF) (Website:
http://www.aeforum.org/)
Numerous references are made to Swedish policies and their intentions to
push for a total EU ban on advertising to children. However, little
information is listed after the initial 'explosion' of debate in May 1999.
There is some indication that their proposals, at that time, were taken
with a large pinch of salt by the rest of the EU member states:

There also seems to have been an aggressive attack on a Greek ban on toy
advertising, with the Toy Industries of Europe (TIE) complaining that such
a move infringed terms in the Treaty of Rome (free trade and all that)!
It seems to be a situation 'knee-jerk reaction' versus 'profit-making', and
I'd guess that we will never see a satisfactory conclusion to such a
circular debate!
