If you are looking for a simple VLE try http://www.nicenet.org
It is very basic, compared to Blackboard, but I found the
communication tools adequate and the site fast loading and it is
free of advertising and it is very easy to create an account which
takes away a lot of the headache of students getting in a fuddle
when enrolling themselves onto courses.
If you want to have a look around in my Nicenet space (not a
proper course) to decide if it is suitable the key to my course
