Hi Bruce
We haven't found a way to share resources like this across courses. I see
two options
1) create a separate course where you have the survey and then either place
an announcement inviting users to self register or register all the users to
the course yourself (may be a little time consuming, but possibly no more so
than the solution you are going with at the moment)
2) create a web based survey and place a link to this in My Institution.
This is the approach we are thinking of using.
