I think this is a 'new feature' in 5.5. It used to be the case that if you
had sysadmin rights you could enrol users to a course even if the option was
switched off for mere mortals - we used to be able to do it in CI4 and, I'm
fairly sure, in 5.0 We haven't found a way round it other than batch
creating the students then enrolling them - as you say this takes 2 files
and more effort.

Hi everyone,
I've just come across my latest niggle and wonder if there is a way around
it. I'd previously turned 'batch enroll users' off so that staff didn't go
creating whole lists of bogus or incorrectly registered students on their
own. However, if I want to batch add a new list of students from a course I
can't do this because the option is turned off. The problem is that I can't
do this from the admin control panel either. Any suggestions?
I can register students and then enroll them but this is a two step process
and I have to create or twiddle with two separate files for enrolment - not
as efficient as doing it from a specific course.
