try searching the resna listserv archive. There have been a lot of postings on phone by pc.
I believe that MS Outllook lets you dial from your address book, but i'm not sure whether it uses the computer sound system for speech.

Subject: Telephone over PC
Hi,
I'm looking for ideas of how to start looking for ways by which people can use their PC as a telephone. I can immediately see 2 options:
-Using the PC to dial through a land line using the microphone and speakers as a telephone. Special software would be needed
-Using the internet to contact speak to somebody at another internet linked computer. Again some software would be needed.
Can anybody help me start this investigation?
Thanks,
Neil Gregory
