Information on the forthcoming conference on local culture
policy making to be held in the University of Limerick on the 31st of
May.
For those of you who have already received information you may look on
this as a reminder. For those of you who are hearing about this for the
first time, consider this an invite!

Background to the Conference
Due to the development in local politics in Ireland, each county and
city
has established a Development Board, which has become the senior policy
making institution at the local level in Ireland. The primary task of
each
CDB is to devise a strategic Social, Cultural and Economic policy for
their
respective area. Local Development Boards therefore encompass a unique
partnership between Local Government, Local Development, the State
agencies
active at local level and the Social partners.
Within the brief, laid down by the Department of Environment and Local
Government, the area most new in an Irish context, at either a national
or
regional level, is the concept of cultural policy. It is an effort to
reduce
the information gap that each city and county development board faces in
regards to cultural policies, and also in view of complex nature of
culture
as part of strategic planning, the sub committee of the Limerick City
Development Board, tasked with responsibility for the cultural
development
agenda, have proposed the staging of this conference in partnership with
the
University of Limerick.

Key Note Speakers
Anthony Everitt, writer and journalist, is Visiting Professor of Visual
and
Performing Arts at Nottingham Trent University. He wrote and edited, in
partnership with a task force of European experts, the report, In from
the
Margins - a Contribution to the Debate on Culture and Development in
Europe
(1997), published by the Council of Europe, and Joining In, an
investigation
into participatory music in the UK, for the Calouste Gulbenkian
Foundation.
His latest publication is "The Governance of Culture, Approaches to
Integrated Cultural Planning and Policies", for the Council of Europe.
He is currently writing a position paper for the Arts Council of
Ireland.
Peter Booth - Positive Solutions. As a company Positive Solutions have
extensive experience both in the UK and elsewhere - particularly in
Australia where they have a sister company - of working with local
authorities and local communities to assist them in developing such
strategies. Their work has included contracts for local authorities in
Scotland (most recently for Dundee and Aberdeen City Councils) and we
have
also worked in Northern Ireland for the Arts Council and for local
authorities including North Down Borough Council: their work for the
Arts
Council included a handbook on cultural planning for the nineteen
district
councils. Positive Solutions has just completed the
draft Cultural Strategy for the North West of England - a strategy that
encompasses sports, heritage, museums and libraries as well as the arts
and
creative industries
