I'm not sure if this is useful or not, but when I worked as a doctors
receptionist we were always told that the medical file for each
patient was the property of the Secretary of State and therefore
couldn't be destroyed, sent out to insurance companies, etc.
Particularly in the case of GP practices, where medical files are
sent on to other doctors when patients leave the area - surely it
would be daft to destroy the originals when there is no guarantee
that other surgeries have the same technology or computer
knowledge to deal with scanned copies?
Then again, I was a recptionist quite a while ago.
