(assuming the archive is based in London) you could do worse by seeking
advice from the London Museums Agency.

they provide advice for non-national museums in London, they are partly
funded by their membership (london boroughs and independent museums) but
mainly from Resource. (I believe there are plans to develop a joint
museums, archives and library london agency in the next 2 years).

I have been asked to set up a museum using material in the archive here at
CGNU. I have a limited time-scale and would welcome any advice from any
one who has had to set up a museum for their parent body.
In particular at this early planning stage I am looking for advice on
aspects such as security and safety. The museum is being set up in one of
our main buildings and I would like to hear how other people have dealt
with issues such as signing people in, writing conditions of access, have
people been allowed to visit off the street or do they have to make
appointments? - is the museum advertised or not and in what way?
I have been allocated an in-house designer who has no experience of museum
design so I'm also looking to arrange visits to see what other people have
done, particularly businesses setting up museums.
