and Freedom of Information Officer
The Record Office provides an archive and records management service for
both Houses of Parliament. From September 2001 this new post carries
responsibility for the strategic development of records management in both
Houses and responsibility for developing and implementing policies for House
of Lords' compliance with the Freedom of Information Act 2000 and the Data
Protection Act 1998.
Serving as Freedom of Information Officer to the House of Lords you will
supervise and co-ordinate arrangements for ensuring the House's compliance
with the Freedom of Information Act and the Data Protection Act.
Responsibilities will include drafting guidance, preparing the House of
Lords' publication scheme, organising training, oversight of offices'
procedures for handling information requests and advice on specific cases,
managing the complaints' system, and maintaining contacts with other bodies
to ensure consistency of approach.
You will be responsible for implementation and development of the
Parliamentary Records Management strategy launched last year with a best
practice and corporate approach to the management of records in all media.
Current projects include introduction of a functional file classification
and associated retention schedules, and expert advice and support to
Parliament on the records management implications of current legislation and
of electronic document management systems.
The successful candidate will have substantial relevant professional
experience at policy-making level in a complex medium or large-size
organisation. A postgraduate qualification in archives and records
management would be advantageous. You will have a successful track record in
the management of staff and projects that demonstrates your ability to lead
a team and work on your own initiative. You will have excellent skills of
communication, presentation and persuasion to enable you to build effective
relationships with managers and staff at all levels, and impressive
analytical and problem solving skills.
This is an exceptional opportunity for an energetic professional with
considerable experience in the development of records and information
management services, to have an active role in the advancement of the Record
Office's parliamentary services.
The successful candidate will be offered a salary depending on
qualifications and experience on a pay span rising to £48,548 with promotion
prospects.
The successful candidate will be offered membership of the House of Lords
Staff Pension Scheme. This is a final salary occupational pension scheme
that is non-contributory except for a 1½% of salary contribution towards
providing benefits for a widow/widower. The House provides an interest free
season ticket loan after two months' satisfactory service and a childcare
voucher scheme.
