this really is a 'How long is a bit of string' kind of question....
There are image databases available priced from 'free' to thousands of
pounds.
And in this area like any other it is a case of 'You get what you pay
for'...
Certainly there are a few nice 'simple' image management systems
available for around 100GBP which would provide you with plenty of
functionality including creating HTML pages and dynamic search
facilities .
