The Office for National Statistics has a vacancy for a Sure Start
evaluation analyst. The position is in the Child Health and Pregnancy
Branch, which is part of the Health and Care division.
This is an exciting opportunity to play a part in the cross-departmental
Sure Start initiative, which aims to help pregnant women and pre-school age
children. As well as providing and obtaining data for the National
Evaluation of Sure Start (NESS), you will represent ONS at the NESS
meetings.
The job
Sure Start is a cross-departmental government initiative. Its aim is to
work with parents and children to promote the physical, intellectual and
social development of pre-school children - particularly those who are
disadvantaged - to ensure they are ready to flourish when they get to
school. (See www.surestart.gov.uk) ONS is part of the NESS consortium,
which is carrying out the national evaluation of the project. (See
www.ness.bbk.ac.uk) The role of the evaluation analyst is to provide data
on a range of variables including low birthweight and teenage mothers, and
also to gather data from the individual Sure Start programmes, combining
and analysing these data.
This is a chance to contribute to work at the cutting edge of improving
opportunities for the next generation. You will be attending frequent
meetings outside the office, with academics and other child heath
specialists. The task of obtaining and combining data from local child
health systems will provide an interesting challenge to someone with an
interest in database systems and linkage.
The Health and Care division of ONS provides data and statistical outputs
from a number of health and population related databases for a wide variety
of users. Within the division, the child health and pregnancy branch
carries out a wide range of research and analysis on child health, infant
mortality and congenital anomalies, often in collaboration with outside

You will work to a senior research officer, but you will be responsible for
organising your own day to day work. You will be expected to play a part
in the work of the larger child health team. No staff management
responsibilities are currently envisaged.
Essential qualities
You will need good communication and negotiation skills as you will be
establishing contacts with and obtaining data from local Sure Start
programmes, NHS trusts and local authorities. You will also be working
with colleagues in other parts of ONS, other government departments and
universities.
You will be able to manage your own work, both within and outside the
office.
You will have a good working knowledge of software tools including
Microsoft Office, SAS or SPSS, and some experience of database design and
management.
A knowledge of the working of local health services including NHS trusts
and PCGs is desirable.
