"External examination/validation fees
10. From 1999/2000, LEAs will no longer pay examination or validation fees
charged by external bodies on behalf of full-time undergraduate students
eligible for help with fees and maintenance. The grant to the HEFCE will be
adjusted to enable it to pay tuition fee compensation to universities and
colleges. We expect the HEFCE to adjust the block grants that it makes to
institutions for teaching in 1999/2000 so that they do not lose significant
income as a result of the change."
I think this applies to the sort of fees you are dealing with. But I have
never heard of any income adjustment to enable institutions to pay the fees
for their students.

I have drawn a blank with both the DfEE, HEFCE and my own instiution about
this issue and so thought the combined intelligence of the admin-student
list might be able to help!
A student currently doing a degree course with professional examinations
included has been getting the cost of these professional examinations (c.
£470) reimbursed by their LEA. Now that LEA informs them that 'following a
conversation with the DfEE..' that students are no longer required to pay
any fees for the additional professioanl examinations that they take and
that block funding to institutions through HEFCE should allow institutions
to provide students with the financial assistance they need. Everyone I
have asked seems non-plussed by this statement but if true it does have
great significance to students on professional courses and is also a well-
kept secret! I would be very grateful to hear what others' understanding of
this issue is!
