The crucial point here is the statement that remittance
advice notices are not issued if no payment is to be made
to the HEI. We have had a situation where a negative
balance has existed for five weeks and hence no remittance
notice has been issued to us. The fact that a negative
balance exists means that the cash being claimed back by
the SLC has to be recovered from the students concerned by
the HEI. A delay of this length at this time of year simply
causes added problems to an already stretched system and
makes collection of such amounts from students more
difficult.
