They have to carry risk assessments out and document them. There is no way
around this.
Is their rain-forest argument just against printing another set off? If so
you could always borrow a set and return them, or even view them in situ
(not the pleasantest of activities I realise).
If, however, their argument is against drawing them up, I am afraid that
they have not a leg to stand on.
I can see that you will have an uphill struggle.

Could anyone offer me advice regarding COSHH assessments for biochemistry
depts. There is no database and I need to offer health surveillance. I
have asked to see risk assessments and have been advised that it would mean
chopping down another rain forest!
