Gary, thank you for the message and information. This definition might be
useful, indeed, and I think that is relevant in the international context,
since, in the absence of anything else, experts would operate at the
international level on similar, ecosystem based, understanding.
I have seen recently a draft Spanish text of a proposed international
agreement which appeared to make a distinction between marine and coastal
zones, but it may have been my misunderstanding to interpret that
distinction as excluding coastal waters in the case of the term "coastal
zone". In any case, it seems that the intention of those who were working
on that language was to cover the sources of pollution from the entire
watershed. However, that was not spelled out in any part of the draft text,
and, in any case, the final text may even not contain any specific
reference to a "coastal zone(s)". Vladimir Jares
