The aim of this study was to assess the practice of littoral and island
states towards cooperative management of maritime space, possible only
through trans-border cooperation, and the utilisation of marine resources in
semi-enclosed seas. The goals were to develop a theoretical framework, which
explains the impact of conflict resolution as a means of managing the marine
commons, and to analyse the various aspects of coastal and island states'
ocean policies. Also included in this book is an evaluation of selected
cases of dispute resolution over territorial claims and border discrepancies.
Comments about the book
"This book is meticulously researched. Its contents are useful additions to
existing literature. The book is logically organised. I believe it is
another splendid book. It will appeal to a range of institutions and
individuals involved in ocean and maritime affairs - oceanographers,
maritime lawyers, social scientists and students on relevant courses". -
Publisher's nominated Reviewer
"... an excellent and original analysis of an increasingly critical arena of
human activity, namely, the management of maritime space and its associated
marine biotic and mineral resources. Forbes has demonstrated a fine
understanding of appropriate theory and a sophisticated use of sources to
produce an innovative piece of work, which makes a major contribution to
human knowledge". Associate Professor Kenneth McPherson, Director, Indian
Ocean Centre.
"… the methodology is appropriate to a study that focuses primarily upon
legal and political approaches to cooperative management in the seas.
However, Forbes adds one very useful dimension to most other studies in this
field and that is in his use of cartographic evidence".
Dr. Carl Grundy-Warr, Department of Geography, National University of Singapore
"… a substantial and original contribution to scholarship through its
comprehensive exposition of factors related to managing maritime space in
semi-enclosed seas. There are many such seas in the Asia Pacific region and
the resolution of maritime boundaries within them is proving to be a very
difficult task".
Commodore Sam W. Bateman (R.A.N. Retd.), Centre for Maritime Policy.
Dr Forbes is also Map Curator at the University of Western Australia,
Fellow of the Mapping Sciences Institute of Australia and Senior Research
Fellow of the Maritime Institute of Malaysia. He is the author of several
books and research papers on maritime issues, which include THE MARITIME
BOUNDARIES OF THE INDIAN OCEAN REGION (1995); INDONESIA'S MARITIME
BOUNDARIES (1995) and MALAYSIA's MARITIME SPACE: AN ANALYTICAL ATLAS (1998).
