A good point, and the answer is probably zero. But much the same could be
said about almost any aspect of ILT (or IT). I would really struggle to
think of any college that implements any IT "on the basis of thoroughly
analysed information ...." etc. Or, for that matter, starts new courses on
the same basis. Or builds new buildings. Or employs (or fires) staff.
One of the reasons college are purchasing VLEs is because they are being
given money to spend on them. And, for some colleges, such as Sunderland,
they seem hugely successful. For others, undoubtedly, less so. But at least
this is kick-starting the process, and encouraging vendors to start to
change their products so they meet with UK college needs better than they
have in the past.
