The PTK has become the CMF (Content Management Framework)

and the documentation drought has been relieved - three books on
Zope now available from Amazon (great Zmas pressie ideas).
As other have already noted, Zope is a not a VMLE, but it is a Python-based
framework from which you can construct one (and several institutions
already have).
Your start-up cost is zero, but you do need a developer or two. Zope fans
will say that the development time is much less than for a Java based
approach.
Java fans will tell you that Zope remains unproven at the "enterprise"
scale. Time will tell.
