Robert,
>we find it advisable to insert a clause into the policy which reads: Any such
>works will be preceded by archaeological recording of all remains to be
damaged or
>destroyed, which should be carried out by a suitably qualified archaeologist.
In the Unitary Plan, Ceredigion have already commited themselves to only
carry out work when 'adequate and acceptable arrangements have been made for
the survey of the site, and the recording and preservation of any features,
and or items of interest.' (ENVP3.3, point 5) They also would expect
'developers' to obtain 'expert advice'. We would not challenge such
committments and Dyfed Archaeological Trust / Cambria Archaeology, who
fulfil the role of 'county archaeologists', would supply suitable guidelines.
However, I would agree with David Hardwick that there are many besides the
'qualified archaeologist' with the expertise to advise on the archaeology of
mining sites. One aspect of mining history and archaeology in the UK is the
significant body of expertise which would be regarded as amateur /
non-academic. This is why I included a qualifier in my response on behalf of
the WMS, that 'restoration work on structures should be carried out by
competent groups or contractors to a standard agreed with Cadw and
supervised by an experienced body such as the Welsh Mines Preservation Trust'.
So saying, any archaeologist working in the Teign valley must have an
enviable(?) knowledge of the problems associated with mining sites.
