I've been following the threads of this discussion. There are many North American academic libraries, including the University of Central Florida, that will loan materials overseas. It may be worth contacting those libraries directly first to see if the dissertation or thesis is available for an international loan. Some Interlibrary Loan departments have even published their lending policies on the Web.
