This is a very relevant question indeed. Shouldn't publishers offer an
alerting system for (new) full-text
availability, which then could be checked automatically? Several publishers
already offer TOC alerting services for new TOCs. However the availability
of TOCs does not mean that the full-text is already accessible. If you have
full-text subscriptions you would like to check and claim them if necessary.

The availability of back issues (full-text and TOC) is yet another problem.
Full-text availability ranges should be provided by the publishers and
checked automatically by the library.
But there are still no standards (to my knowledge) for such services.
