Bissell here: Not correct at all. Most African countries are signatory to
CITES, and all that wish to get US aid have to follow at least some of the
US ESA. Take a look the list of species covered by the Act, there are many
African species. I don't know if all African countries have the equivalent
to the ESA, but I know that Kenya, South Africa and Tanzania do, and they
did it largely to comply with the US ESA. I have no idea how you know what
political party people who "resist" the ESA belong to, but the idea that
most property owners are Republican doesn't make much sense to me.
