I realise that the British Library is in a slightly different position as we
do receive at least the metadata, if not the full text, here on site for all
the electronic journals that we subscribe to. It's true that accessioning
has meant a small increase in staff, but we are looking at ways of
automating this process. We do believe the process to be worthwhile not
least because, like all publicly funded bodies, we need to be certain that
we are receiving what we have paid for.

Presumably you hire twice as many staff, so that you can check on-line for
the corresponding
issue when you check in hard copy journal issues. Interesting problem, when
managements assume
that you need less staff when resources are online.
However, since the BL has such enormous takings, they must be doing much of
the online checking
for the rest of us.
