Haven't had time to look at the document properly but...
Note that the observer uses a slightly confusing headline as it has nothing
to do with message contents i.e. the conversation, but only to do with
keeping extensive logs of the associated information (aka traffic analysis)
i.e. who called who etc.
As I understand it RIPA allows law enforcement access to telco/isp records
*where available*, this proposal is saying *make lots more available*
(without so much as a please or thank you!). I'm sure the ISPs are going to
love being forced to make huge investments in data collection technology ;)
