Introduction
The White Paper, "Building Trust in Statistics", was published in October
1999. It presented the Government's plans for improving the accountability
and governance of official statistics within the United Kingdom and
included the appointment of an independent Statistics Commission, and of a
National Statistician. The National Statistician is responsible for
collating statistical work programmes for Departments into a coherent
National Statistics programme, which is presented to the Commission, and an
annual report which is presented to Parliament.
The aim of National Statistics is to get both producers and users thinking
in terms of statistical outputs rather than individual departments. All
statistical outputs across government have therefore been assigned to one
of twelve Themes, one of which is Health and Care. The National Statistics
Theme Working Group for Health and Care has produced a first draft of a
Work Plan covering the period 2001-2004. The draft plan can be obtained

plan has been drawn up by DH, ONS and Health and Safety Executive together
with colleagues from Scotland, Wales and Northern Ireland in a group led by
John Fox, DH's Director of Statistics. The group is keen to engage in a
continuing dialogue with users and this meeting has been arranged as part
of this process.
Programme
i) Introduction to the health and care theme by John Fox and Greg Phillpots
- Department of Health
ii) Discussion of the contents of the Consultation Paper
a) Scope - including the outputs which are covered, the interaction with
other workplans, and whether the Consultation Document gives a clear
picture of statistical priorities.
b) Sources - the data supporting these outputs, including changes in
coverage, administrative statistics, survey statistics, and the
relationship between survey and administrative statistics.
c) User and data provider consultation - are the consultation procedures
envisaged adequate for users to express their views?
d) Uses and impacts of statistics, and business continuity. Does the
range of statistics envisaged in the Plan meet needs for policy developments?
e) Integrity, quality assurance procedures and quality improvements
f) Geographic coherence, International comparability and any forthcoming
EU or other initiatives
iii) General discussion - either on the topics already covered or on other
issues not dealt with.
