UK-London: new and replacement electric and diesel multiple unit railway
rolling stock

1. Contracting entity: Great North Eastern Railway Holdings Limited (GNERH),
Sea Containers House, 20 Upper Ground, UK- London SE1 9PF.
2. Nature of the contract, CPC classification, contract type: Supply,
finance, lease or rental for diesel and 750 V dc powered passenger railway
rolling stock.
3. Place of delivery, site or place of performance of service: UK-London.
4. (a)  Contract involved, options: CPV: 35200000.
Supply by finance, lease or rental, with an option for maintenance and
insurance for railway rolling stock designed to and capable of being
maintained to Railway Group Standards as published by Railtrack plc and
other relevant industry standards/legislation in the United Kingdom. The
rolling stock will be used to provide high-quality inner suburban, outer
suburban and long distance services on the routes operated by the UK South
West Trains Franchise. The base requirements being:

electric and/or diesel multiple unit rolling stock;

capable of operating as 3-6 car sets and up to 15 vehicles in multiple;

operating at speed of up to 160 km/h;

to be used on inner suburban, outer suburban and long distance services;

electric rolling stock will normally operate on the 750 V dc third rail
powered rail network;

fully compliant with the Rail Vehicle Accessibility (Amendment) Regulations
2000 or any successor standard;

maintenance to be conducted by GNERH and/or the rolling stock manufacturer.

Quantities of trains and maintenance component spares will be bought in
batches during the life of the franchise that is expected to commence on

be provided in accordance with all applicable legislation, including Railway
Safety Case(s) and Railway Group Standards published by Railtrack plc.

7. Derogation from Article 18(6): Derogation from Regulation 12(3) of the
Utilities Contracts Regulations 1996: yes, pursuant to Regulation 12(4)(a)
and (d).
8. Time limits for delivery or completion or duration of service contract
and starting date: The contracting entity requires the agreement to be in
place to permit completion of the procurement contracts to replace existing
fleets and provide additional rolling stock during the life of the
franchise. The duration of the finance, lease or rental agreement will be up
to 20 years.
9. Legal form in case of group bidders: If a tender is submitted by a group
of suppliers, then those suppliers if awarded the contract, shall assume any
legal form necessary to enable them to contract as a single entity, and
shall assume joint and several liability for the contract. A lead supplier
shall be nominated.
10. (a)  Deadline for receipt of requests to participate: 35 days from
notice publication in the 'Supplement to the Official Journal of the
European Communities'.

  (c)  Language(s): English.
11. Deposits and guarantees: Prospective suppliers and/or their subsuppliers
must maintain professional indemnity and/or public liability and product
liability insurance, and indicate extent/limits of insurance. Suppliers may
be asked to provide guarantees, bonds or other forms of security to the
contracting entity.
12. Financing and payment: Relevant details will be sent to shortlisted
applicants.
13. Qualifications: The following must be supplied with the applicant's
request for consideration:
summary details of passenger-rail vehicles, similar to those described in
4(a) supplied over the past 2 years are required;

details of experience of preparing safety cases to meet Railtrack
requirements for similar vehicles operating on the UK network;

evidence of compliance with an internationally recognized quality-assurance
system such as BS/EN/ISO 9000, or equivalent for all activities. Ability to
demonstrate a continuous improvement culture;

a proven management structure which can operate efficiently and effectively
with the contracting entity for the introduction of the rolling stock;

submissions should be no longer than 10 pages long (excluding supporting
documents for the aforementioned criteria).

14. Award criteria: The most economically advantageous tender or none,
having regard to the supplier's competence and ability to meet the
timescales required, experience of financing, leasing or renting rolling
stock or similar capital investment projects, the tender price, guarantees
and warranties, funding options and assessed capabilities for meeting these
and ongoing requirements.

16. Date(s) of previous publications: There are no previous notices of this
contract issued by GNERH. However Notice 2000/S 37-23217 issued by the
Franchising Director/Shadow Strategic Rail Authority relates to rolling
stock falling within this Notice. Consequently requirements for rolling
stock under this Notice may be revised in whole or part to take account of
the Notice issued by the Franchising Director/Shadow Strategic Rail
Authority.

Can anyone point me in the right direction for recent ( prob first half of
December) pre-emptive OJEC notices.
In particular I am looking for a notice issued by Great North Eastern
Railway for "electric and diesel multiple units to provide high-quality
inner suburban, outer suburban and long distance services on the routes
operated by the South West Trains franchise".
I am also looking for similar notices for the same tender issued by the
Strategic Rail Authority, the Shadow Strategic Rail Authority, Stagecoach
and Seacontainers.
The description may also be for "Mark1 (or one) rolling stock"

Just a pointer will be fine.
