Not necessarily. The next step is for the EP to do its second reading. The provisional timetable for that is as follows:
LEGAL AFFAIRS COMMITTEE
8.1.2001 - the committee will discuss the draft report drawn up by the rapporteur (Enrico Boselli)
24.01.2001 - amendments to the draft report submitted by other members of the committee will be discussed
30.01.2001 - adoption of the Committee's report
PLENARY SESSION
The three-month deadline for completing the second reading is 27.01.2001 - but as you can see from the above it will probably not be possible to meet that deadline, therefore a one-month extension has been requested.
It is expected that the second reading will take place in the February plenary session in Strasbourg, week beginning 12.02.2001.
If there is not substantial agreement between the Council and Parliament at that point then the procedure could go to conciliation.
The Common Position is what the Council wanted the legislation to look like. The EP may have different ideas! That's Codecision for you!
All Common Positions are now appearing on the EUROPARL website (www.europarl.eu.int) - in the Plenary Sessions section (first item under the ACTIVITIES heading). You need to scroll right down to the bottom of the Plenary Sessions page to find them.
