A couple of things.
Regarding the definition of impairment, you imply much by the use of the
word defective. A defect is of course an imperfection, well in human terms
there is no perfect. There ought to be a better way to state this, bearing
in mind the relativity of so called impairment.
I could roughly redefine (but don't take this as definitive as others may be
able to do this better) as a relative state of bodily, cognitive funtion
etc, that varies significantly form the societally or medically expected
norm which as a consequence leads to disadvantage due to the disabling
constraints of society.
(it is late and I don't think I have done this very well, I hope you get the
idea)
Other than that I would ask, in the list of disabilties, where you would put
Autism, which is not mentioned, as this is neither a lernign disability or a
mental illness.
