This is very true, which is why it's important that instiutions/departments
spend some of that money on trying to retain those CRS by providing bridging
between contracts, underwriting contracts, 'buying' researchers time to wriet
proposals and such like.
This is quite a bone of contention for successful CRS because technically, they
can be seen to be keeping afloat non-research actice teaching staff on tenured
contracts.
It's a real can of worms

I think there is another issue here.
The main salary item in funded research is often for
contract researchers. Increasingly high overheads on salaries (now at
46%), mean that an increasing proportion of research-council monies
go to the centre in universities, not to departments. At the same
time, they drive up bidding costs. This puts departments and
principal researchers in a difficult bind.
