I think there is another issue here.
The main salary item in funded research is often for
contract researchers. Increasingly high overheads on salaries (now at
46%), mean that an increasing proportion of research-council monies
go to the centre in universities, not to departments. At the same
time, they drive up bidding costs. This puts departments and
principal researchers in a difficult bind.
