There are techniques that can be used by any multi-media producer, sound
laboratory, film, or audio producer that can improve the quality of an
audio tape. We are talking about removing hiss, pops, clicks, that sort of
thing. Look in the yellow pages. It will not be cheap. You will have to pay
for studio time (as much as 500 U.S. dollars per hour) plus the technician.
However, if you cannot hear the words now, no commercially available audio
labs will be able to pull them out for you. You will need to go to a lab
that specializes in extracting this kind of informaton. The U.S. FBI would
probably be glad to tell you which labs they use. I don't know who you
would call in the UK, but there are bound to be equivalent services. Plan
to rent a truck to hauk the money you will need to pay for this service.
I'm sorry to be discouraging, but there is really not much hope of being
able to do what you need to do. Good luck.
