actions. I think the fines were intended to be punitive, but book will give

John Phillips was fined 200 pounds for his part in Gillingham forest riots
in 1628. He was a tanner , who held cottages with only a garden orchard. Can
anyone tell me why the fine was 200 pounds. I would think that he was a
leader or 200 pounds were average? John Wolridge was also fined 200 pounds.
He was a yeoman, bailiff of Gillingham Manor at the time of the
disafforestation.
