The discussion around levels is interesting. Could (or should) there be some
synergy between the audience and the standard elements? I ask this because
in using a set of value qualifiers in particular the one referred to by Stuart
http://www.ifla.org/udt/dc8/mapping.pdf and more recently by Keith Stubbs
http://inet.ed.gov/~kstubbs/levelofed.pdf to describe audience level one
may expect to use the same value qualifiers within the standard element.
A practical example from the UK might be:
DCEd-AudienceLevel = NVQ2
DCEd-StandardIdentifier = NVQ3
Where NVQ refers to National Vocational Qualification and 2/3 refer to a level.
A further question along these lines ; how might Audience level dovetail
with the IEEE LOM element 9.1 classification.purpose where this has a value
5 (pre-requisite) or indeed the value 8 (education level) ?
