It depends on whether your SHOs on average work only 8 hours per shift. SO
pretending they did their 8 hour shift is fine but pretending they did an 8 hour
shift when they would have done a 10 hour shift if they had been at work is not.
For many A&E SHOs shifts are from 8 to 14 hours and their average day will in
fact be more than 8 hours. The TCS states that leave (which includes Study
Leave) must be paid the same as if at work. Hence you might need to substitute 9
or 10 hours.
In terms of dividing by 24 this is still probably too much. Your SHOs are
entitled to 5 weeks leave plus 10 days bank holidays or stat days per year. The
BMA converts this to 6.5 weeks but an argument can be made for this being 7
weeks.
Either way you should probably divide by 23.75 or 23.5

Particularly if just over 48 hours it is financially very well worthwhile
reducing to below 48 hours as the cost of replacing the lost hours with Senior
Doctors or ENPs may well be less than the money saved.
