Some institutions like Derby have managed to include conference
attendance as an element in a strand of the Teaching Quality
Enhancement Fund (TQEF). An advantage to staff as a reward is that
it is not taxed. Have you checked Coventry's TQEF activities? (Sorry
to those in Scotland and Wales, which are not in the TQEF sheme!)
I agree with you that attendance at conferences, with or without a
contribution, is worth its weight in gold for personal development.
There are many less effective ways of spending on staff development,
in my opinion.
