Do you mean the Convention on Obligations signed in Rome in 1980? You can
find that and all other member state agreements, EU bilateral agreements, EU
multilateral agreements on the Council's web site:
http://db.consilium.eu.int/accords/default.asp?lang=en. It also covers
ratifications and OJ citations.
