Black and Ethnic Minority Disabled Peoples’ ‘Community 
Champions’ Project

Request for Statements of Interest

Background

The Commissioning, Implementation and Performance Management 
Team (CIPMT) has recognised the need to review and redesign 
services to be more appropriate for disabled people from black and 
ethnic minority communities.  Within its existing work it attempts to 
ensure that all services are available to all people. However, we 
recognise that some specific work is needed in supporting disabled 
people from black and ethnic minority communities due to both the 
double oppression faced, and the fact that they are historically hard 
to reach by statutory agencies.

A major problem is the lack of numbers of known people from these 
groups who have knowledge of the social model of disability or the 
specific skills to pass on information or to act as representatives of 
their communities.

We are therefore seeking an appropriate agency to deliver an 
‘Establishing Community Champions Project.’ 

The agency could potentially come from a range of groups including; 
disabled peoples organisations,  training agencies, statutory bodies, 
community based groups and others. It could also be delivered in 
partnership between two such agencies, or be co-ordinated by a 
specific individual with the appropriate skills/knowledge to recruit and 
support other agencies.

Brief Description of Project
  
Our strategy is to try to increase the numbers of disabled people 
from black and ethnic minority communities with the appropriate 
skills and knowledge to both: 
(i) act as representatives from the various communities on a range of 
working groups and consultation exercises.
(ii) be able to cascade knowledge on disability issues into those 
communities.

This will be achieved by recruiting a group of people to attend a 
series of courses that would deliver these skills and knowledge. 
Once the courses were completed, members of the project group 
would be expected (through being paid a small ‘retainer’) to both 
pass on information to relevant groups and to be called upon for 
consultation purposes etc. In effect they would become ‘Community 
Champions’. People could potentially earn more as they were called 
upon for specific or extra work. Some of this would be through the 
CIPMT. Work could also come from a range of other similar bodies in 
Health and Social Care and perhaps wider afield.

Project Team

A team has been established to oversee the project. This has 
membership from the CIPMT, disabled peoples’ groups and service 
providers.
The team will work alongside the successful agency to ensure the 
effective delivery of the project. 

Course Content

The courses would cover three broad areas:

·	Equality Issues (with a focus on disability equality training)
·	Community Skills (including knowledge of community 
development)
·	Personal Development (including confidence building and 
assertiveness)

It is expected that these will be covered in 15 course days or part 
time equivalent.

It is recognised that one agency may find it difficult to cover all areas 
and therefore may need to work in partnership, or to sub contract 
various aspects.

The successful applicant(s) would have to be able to provide a suitable venue. This could be through their own resources or via support from another agency. The project team may be able to assist in negotiations to acquir
e a venue if required.

Recruitment

Recruitment to the project will be the responsibility of the organising agency. However the team overseeing the project will assist in this process.
We are looking at an initial recruitment of around 12 - 18 people, with a recognition that we may end up with a final project group of around 6 - 10.
We hope to recruit across all the black and ethnic minority communities in Leeds (it will of course be only open to disabled people). This will commence with an open recruitment, though we are devising a baseline of minim
um standards for those who are to be accepted on to the course.

Support and Supervision

Once participants have completed the course they will remain on the projects contact list for one year. The project team will work alongside the agency to advertise the availability of the group members for consultation e
tc. During that time the agency will need to provide support and supervision. This would be in the form of individual and collective support and monitoring. Self development and progression should be encouraged, as should
 contact with other disabled peoples’ groups and organisations.

Time Line

The Statements of Interest need to be submitted by 22nd December 
2000.
A decision as to which applicant(s) is/are successful will be made by 
February 2001. We will then work alongside the agency to devise the 
courses in more detail and to ensure effective follow up support and 
supervision structures are devised. We hope to commence 
recruitment to the courses in May 2001. These would start shortly 
after and be completed in summer 2001.
Funding

The CIPMT is providing £7,500 to deliver the courses and provide 
supervision for one year.
The CIPMT will also fund transport costs for the courses and the 
‘retainer’ fee.

Submission of Statement of Interest

Any one wishing to be considered to deliver the project need to 
submit a Statement of Interest.

Statements of Interest will need to include: 

Philosophy of the agency, recruitment strategy, course outlines, 
supervision structure, relationship to any other partners, details of 
sub contracted work, and cost.

These statements will form the basis of a shortlisting exercise and 
those selected will then be interviewed and a decision made by the 
Project Group.
