Dear colleagues
I wonder if anyone knows the significance of 'Initiatives' of
individual Member States, which I have started to notice quite
regularly in the Official Journal. Examples can be seen in:

Is it an aspect of greater openness and transparency of the policy-
making process, whereby the Council is publishing papers submitted to
it by individual Member States.
Any light spead on this would be appreciated.
