Dear Colleagues, The Department of Energy's Office of Federal
Energy Management Programs (FEMP) recognized the rapid, and
continuing, rise in natural gas prices this summer may continue for
some time. To guide and assist Federal facility and energy
managers, this special edition of FEMP Focus is devoted entirely
to the issues you will face in the Winter 2000/2001. Higher gas
prices are expected to remain for at least a year; possibly longer.
We did some calculations to pinpoint the monetary effect: The
Federal government will pay about $137 million for each $1
increase in natural gas. It is possible some facilities will see a hike
of $2 in the price of gas.
In the FEMP Focus, we offer some suggestions and
recommendations to help remedy the massive budget impact when
gas is priced at $5 to $6 per thousand cubic feet. Other fuels will
be similarly priced at historic levels. All of these new prices were
beyond our imagination when the Fiscal Year 2000 budget was
prepared.
Some operating and maintenance tips, when implemented, will
help reduce consumption and will increase the efficiency of gas-
fired equipment. There are some checklists for employees to
consider using at home. We've added for your convenience many

The DOE Regional Offices, and their FEMP teams, are getting
ready to help you meet the demands of the winter heating season.
