This is an application-specific constraint on some use of DC data, and
not something DCMI has any way to describe. So, how you deal with this
depends entirely on the practicalities of your DC application. Sounds
like a workflow-ish sort of issue: it's something that might be checked
for at various stages as data flows around your system. Dublin Core
provides the metadata terms you can use, you have to supply your own
machinery for using it...
