I think that the DCq problem should be addressed not by defining a set of
qualifiers, but by defining a dynamic proccess to deal with the problem (a
registry?).
In fact the DCq document recognizes this in its two first paragraphs, but
unfortunatly the rest of the document is too focused in presenting element's
refinements and schemas, transmitting the message that it is all about
"approved element's refinements and schemas"...
Another issue for DC-8?
