"Statewatch News online" is an active site carrying news on civil liberties
in the EU. The latest addition is:
FRENCH PRESIDENCY'S ATTACK ON "ILLEGAL" ENTRY AND
RESIDENCE, CARRIERS SANCTIONS AND EXPULSION
The legislative programme of France's presidency of the EU
includes four controversial proposals on "illegal" immigration:
1. Directive on carrier sanctions
2. Framework Decision to combat the facilitation of illegal entry and
residence
3. Directive on mutual recognition of decisions concerning expulsion
4. Action plan to improve the control of immigration
Statewatch News Online carries an analysis of the provisions
tabled so far, and the full-text of documents released to date.
The carrier sanctions Directive will cover entry by sea, air or land
and brings minimum fines of £2,000 per person and the possible
liability to return the "illegals" to the non-EU state from which they
came or to pay the cost of such return.
The Decision on "illegal entry and residence" will make it a criminal
offence to directly or indirectly assist entry, movement or residence.

The feature also carries coverage from Statewatch Bulletin of the
previous French Presidency (in 1995) when similar proposals for
combating "illegal" residence failed to get the backing of the
majority of EU member states.
