It is considered sufficient for a 'theory' of democractic peace. The mere fact
that the US is not dropping bombs on Ethiopia is considered evidence for the
democractic peace hypothesis, the 'non-war' is attributed to democracy. (The
simplest version of democratic peace theory uses no other data, than war or
non-war between states).
But the US is not dropping food either: so why is an equally simple hypothesis
not acceptable?
