I agree with Michael Healy that rather too many assorted
writings are deemed "Kiplingesque." It seems to me that the
word is used, in this context, by people who may not have a
very firm grasp of RK's ideas or versatility, but admire or
respect his facility with language and his fluidity of
cadence.
The lines Mr. Healy quotes may perhaps be said to approach
Kiplingesque-osity (sorry) in that limited sense. Maybe we
should think of the term as generally a compliment to RK,
however ignorant a one.
