"Global Development Policies: Arguments, Impacts, Critiques"
The AAG conference in New York City (February 27-March 3, 2001)
Tom Klak and I are interested in organizing one or more AAG sessions
on recent arguments concerned with global development policy. The
international elite is now promoting different types of development
policies in the LDCs. The most common one since the 1980s is based on
free trade, foreign investment, globalization, and the Washington
Consensus. Such policies are supposed to make the LDCs, the
attractive ones of which are now viewed as "emerging markets", rich
in 'economic capital'. Another relatively recent policy which is a
part of the 'post-Washington consensus' is a social development
policy. Here the role of the state is being cautiously admitted and
the role of 'social capital' in development is stressed. Social
capital policy is supposed to make LDCs rich in 'social capital',
which would then promote economic development and poverty
alleviation. One underlying theme in all this thinking is that the
Third World is 'a place' lacking in so many 'capitals' -- economic,
social, etc. and therefore in need of these to have hopes for
development. There are certainly other development policy strands
besides these to be teased out.
We invite papers which take a critical look at the underlying agendas
and/or empirical impacts of these and other strands of contemporary
development policy. How states in the LDCs mediate between the global
elite and domestic classes would also be of interest to explore in the
session(s). We encourage contributions from scholars working in
different world regions, and at different geographical scales, from
local to global. Indeed, we think the cross-fertilization would be
useful to all involved.
