Here in Vermont, the labelers say that if the impairment is acquired before
age 18, and is related to having an IQ of less than 70 with concomitant
adaptive behavior deficits, then it's a developmental disability (lissen,
don't beat me up on this, I'm just sayin' what the labelers say).

"We have a RIGHT to define ourselves in any way

Cause of impairment labeling is unhelpful,
it does not resolve the issues of dealing with
impairment and issues with the discrimination
that the disability community on a daily basis."
Well said, sir. And it can be taken for granted that the above definition
from Vermont is NOT arising from the words of self-advocates, but is
professionally mapped and controlled.
