Sorry for the late reply. But I think it is just in time. Here is a
response from Die Deutsche Bibliothek:
Since July 1998, online dissertations and post-doctoral publications
are being collected by Die Deutsche Bibliothek. University libraries
report the appearance of these networked publication by email to Die
Deutsche Bibliothek, which then transfers the publications from the
university library servers to its DEPOSIT.DDB.DE document server.
It is essential that authors of university publications create
DC metadata for their documents and report them to Die Deutsche
Bibliothek.
The DC qualified metadata set for online dissertations (METADISS)
is the result of a number of discussion regarding the metadata
required for online university publications have been held with the
user groups involved in the "Dissertationen Online" project
( http://www.educat.hu-berlin.de/diss_online/englisch/index1e.html
) sponsored by the Deutsche Forschungsgemeinschaft (DFG), with
library networks and with individual university libraries. These
discussion produced an agreement regarding standard data elements and
a high level of standardisation in data structure.
Networked publications held by Die Deutsche Bibliothek can be
accessed through the OPAC of the Deutsche Bibliothek Frankfurt am
Main via Z39.50-Gateway or direct from the OPAC.
