Introduction
The 'F-word' has proved a contentious political issue. In Britain,
federalism conjures up images of a centralised European
superstate. In Germany, however, 'Foederalismus' denotes regional
devolution and 'diversity within unity'.
This symposium traces the evolution of the German idea of
federalism through over 200 years of turbulent history, showing how,
under pro- as well as anti-federal regimes, the autonomy of the
Laender remained a key feature of German national identity. Against
this background, we will ask whether the federal constitution of
present-day Germany can provide a 'transferrable' model for other
European states, or whether its historicity means that it will remain
a German peculiarity.
